Kính thưa Tổng Thống,

Chúng tôi được biết Tổng Thống đại diện cho chính phủ Hoa Kỳ sẽ đến thăm Việt Nam vào ngày 10 tháng 9  năm 2023 theo  lời mời của nhà cầm quyền Cộng Sản Việt Nam.

Nhân dịp này, Hội Đồng Liên Kết Quốc Nội Hải Ngoại Việt Nam, một tổ chức bao gồm các thành phần cộng đồng tôn giáo, đoàn thể, xã hội dân sự và các tầng lớp người dân Việt Nam ở trong nước cũng như hải ngoại, xin trân trọng gửi đến Tổng Thống những nhận định và đề nghị dưới đây:

Nhận định:

Nhà nước Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam hiện nay trước đây là nhà nước Việt Nam Dân chủ Cộng hòa do đảng Cộng Sản Việt Nam thành lập và kiểm soát toàn diện.  

Đảng Cộng Sản Việt Nam đã vi phạm hiệp định Geneve 1954 và gây ra cuộc chiến thảm khốc tại miền Nam Việt Nam; Đảng Cộng Sản Việt Nam đã xé bỏ hiệp định Paris tái lập hòa bình và cưỡng chiếm miền Nam Việt Nam, thống trị toàn dân tộc Việt Nam kể từ ngày 30-4-1975. Trong cuộc chiến tranh này, trên 58 ngàn chiến sĩ Hoa Kỳ đã hy sinh để bảo vệ nền tự do cho miền Nam Việt Nam nhưng tiếc thay Việt Nam hoàn toàn mất tự do.

Nhà nước Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam không phải do người dân Việt Nam bầu lên trong một cuộc bầu cử dân chủ tự do, hiện đang thi hành một chế độ độc tài toàn trị, tước đoạt mọi quyền tự do căn bản của người dân, như tự do tôn giáo, tự do ngôn luận,  tự do lập hội, tự do sở hữu đất đai nhà cửa, đàn áp, giam cầm những nhà bất đồng chính kiến ôn hòa… Hiện nay đang có hàng trăm tù nhân chính trị, tôn giáo bị cầm tù. Các mạng truyền thông xã hội đều bị kiểm soát chặt chẽ.

Nhà nước Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam hiện đã và đang lệ thuộc vào chế độ độc tài cộng sản Trung Quốc trong lúc nước này bất chấp luật pháp quốc tế (UNCLOS) đã xâm lấn Biển Đông bất hợp pháp, gây ra bất ổn tại vùng Á Châu Thái Bình Dương và trên toàn thế giới.

Trước các sự kiện kể trên chúng tôi trân trọng đề nghị:

Việc bang giao với Việt Nam hiện nay rất cần thiết nhưng cũng cần phải có những điều kiện để: 

–  Giúp dân Việt Nam cải thiện đời sống, phát triển kinh tế, hưởng các quyền tự do căn bản như quyền tự do tôn giáo, tự do ngôn luận, tự do báo chí, nhất là tự do bầu cử để bầu ra người điều hành đất nước.

– Áp lực nhà cầm quyền Cộng sản Việt Nam ngưng việc đàn áp và hoàn trả các cơ sở tín ngưỡng, thờ tự của các tổ chức Tôn giáo Độc lập, Truyền thống; trả tự do cho tất cả tù nhân chính trị và tôn giáo.

– Giúp dân tộc Việt Nam bảo toàn lãnh thổ lãnh hải trước sự xâm lăng bành trướng của Trung Quốc.

– Ủng hộ mục tiêu tranh đấu chính đáng của dân tộc Việt Nam nhằm đòi tự do, dân chủ, nhân quyền, bình đẳng và thịnh vượng cho Đất Nước và Dân Tộc Việt Nam.

Kính chúc Tổng Thống và gia đình được mọi sự an lành.

LETTER TO PRESIDENT JOE BIDEN ON THE OCCASION OF TRIP TO VIETNAM

Dear President Biden

We learned that you will visit Vietnam on September 10, 2023, at the invitation of the Vietnamese Communist government.

On this occasion, The United Council of Vietnamese in the Homeland and Overseas, an organization that includes members of the religious community,  organizations, civil society and all classes of Vietnamese people in the country as well as abroad, would like to convey to you  the following observations and suggestions:

Whereas:

The current State of the Socialist Republic of Vietnam, formerly the Democratic Republic of Vietnam, was established and comprehensively controlled by the Communist Party of Vietnam.

The Communist Party of Vietnam violated the 1954 Geneva accords and caused a catastrophic war in South Vietnam; The Communist Party of Vietnam violated the 1973 Paris Agreement forcibly occupied South Vietnam, ruling  the entire Vietnam since April 30, 1975. During this war, over 58,000 American soldiers died to protect the freedom of South Vietnam, but unfortunately, Vietnam finally completely lost its freedom.

The State of the Socialist Republic of Vietnam, which was not elected by the Vietnamese people in a free democratic election, is currently implementing an totalitarian dictatorship, depriving the people’s  fundamental freedoms such as freedom of religion, freedom of speech, freedom of association, freedom to own land and houses, repressing and imprisoning peaceful dissidents, etc. Currently, there are hundreds of prisoners of political and religion . Social media networks are tightly controlled.

The State of the Socialist Republic of Vietnam has been dependent on the communist China that violated international law (UNCLOS), illegally occupied islands  on the East Sea (South China Sea), causing instability in the Asia-Pacific region and worldwide.

Therefore  we respectfully recommend:

The diplomatic relations with Vietnam are now very necessary but there are conditions  before implementing any agreement with Vietnamese Communist Government 

– Help Vietnamese people to improve their lives, develop the better economy, enjoy basic freedoms such as freedom of religion, freedom of speech, freedom of the press, especially freedom to vote to elect an administrator to run the country.

– Pressure the Vietnamese Communist government to stop the suppression and to return the religious  facilities of the Independent and Traditional Religious organizations; to release all political and religious prisoners.

– Help the Vietnamese people to preserve their territorial waters and islands against the Chinese invasion and expansion.

– Support the quest  of the Vietnamese people to have  freedom, democracy, human rights, equality and prosperity .
